FCC Seeks Comment on Expanding Flexible Use of the 12 GHz Band

The FCC seeks comment on whether it could add a new mobile allocation or expanded terrestrial service rights in 500 MHz of mid-band spectrum in the 12 GHz band without causing harmful interference to incumbent licensees. Assuming that’s so, the agency invites public input on whether that action would promote or hinder the delivery of next generation services between 12.2–12.7 GHz, given the existing and emergent services offered by incumbent licensees.

Mindful of significant investments made by incumbents, the FCC values the public interest benefits it believes could flow from investments made to provide satellite broadband services, especially in rural and other underserved communities. It might be  more expensive to serve those areas through other technologies, says the Commission. 

The FCC thinks it’s time to initiate a rulemaking proceeding to allow interested parties to address whether additional operations can be accommodated in the band while protecting incumbent operations from harmful interference. The agency also wants to assess public interest considerations associated with adding a new allocation.

Comments [to WT Docket No. 20–443 and GN Docket No. 17– 183] are due on or before April 7; replies are due on or before May 7. Federal Register publication generated the due dates.
