Ida-Impacted Cell Site Outages Drop, But 911 Call Center Numbers Rise

Overall, the percentage of cell sites out of service in the impacted areas of Louisiana, Mississippi and Alabama was just over 17 percent Tuesday. That compares to a little over 28 percent on Monday, according to the FCC’s Disaster Information Reporting System report. The information is provided by carriers that signed the Wireless Network Resiliency Framework Cooperative Agreement.

Louisiana continues to bear the brunt of the outages, however the numbers are improving. Just a tad over 38 percent of impacted cell sites (1,051) were out of service as of yesterday morning out of a total of 2,759 sites. That compares to over 50 percent out on Monday.

The majority, 699, had no power, 229 reported data transport issues and 125 remained damaged, according to Tuesday’s DIRS report. Terrebonne Parish remained at (100 percent) cell sites out, while Assumption Parish dropped slightly (94.7 percent), compared to 100 percent on Monday. The numbers in Plaquemines Parish dropped dramatically from Monday. On Tuesday, the parish had 58.9 percent of cell sites out, compared to 89.3 percent on Monday. 

Cell sites in Mississippi and Alabama were significantly less impacted by Ida. In Mississippi yesterday, out of a total 2,714 cell sites, 48 (1.8 percent) were non-operational, compared to 377 on Monday. Most of the outages were due to a lack of power.   

In Alabama yesterday, just seven cell sites were out, of a total of 487.

Cable and wireline companies reported more subscribers in Louisiana had no service yesterday (449,407) compared to Monday (338,115). This may include the loss of telephone, television, and/or internet service.    

The numbers of subscribers without service also rose for Mississippi and Alabama.

In Mississippi, 19,224 customers lost service, compared to 16,106 the previous day. In Alabama, 2,427 customers lost service, compared to 478 on Monday.

More 911 call centers reported being out of service Tuesday compared to the previous day. In Louisiana, Naval Air Station Joint Reserve Base New Orleans, Tangipahoa Parish Comm, and West Baton Rouge Parish Sheriff’s Office all reported as down, according to the DIRS report.

St. John Parish Sheriff’s Office continued to re-route 911 calls to another 911 call center with location information. So too, did St. Mary’s Parish. St. Bernard Parish Fire, St. Bernard Parish Sheriff’s Office, and Terrebonne Parish continued to reroute 911 calls to the administrative lines without location information. No 911 call centers were reported to be affected in Alabama and Mississippi.

More television stations (27) reported being on-air yesterday, compared to 15 on Monday. Four were off-air, compared to two the previous day.

Thirty one FMs reported as on-air yesterday, compared to 19 the previous day. However, more were off-air, eight yesterday compared to three the day before.

Twelve AMs said they were operational yesterday, compared to six the day before. Four said they were out of service, double the previous day.
