NTIA Marks Next Milestone Toward Spectrum Sharing in 3.5 GHz

Engineers at NTIA’s Institute for Telecommunication Sciences (ITS) completed performance certification lab testing of Environmental Sensing Capability (ESC) equipment, NTIA said in a blog. The sensors will help enable dynamic sharing in the 3.5 GHz band between U.S. Navy radars and Citizens Broadband Radio Service (CBRS) devices.

This kind of dynamic spectrum sharing didn’t exist when the FCC adopted its CBRS rulemaking three years ago. 

Kurt Schaubach, Chairman of the CBRS Alliance’s Test and Certification Working Group, credits the NTIA testing. “NTIA-ITS is not only working closely with the SAS Administrators, but also with the FCC, Department of Defense, National Institute of Standards, CBRS Alliance, WInnForum, and other industry stakeholders to prove that these systems are fully functional and ready for Initial Commercial Deployment in early 2019,” he states in a blog. “The lab testing program is remarkably thorough – not only is NTIA-ITS testing the basic functionality of the systems, but also their ability to protect spectrum incumbents, such as the U.S. Navy.”

Completing the testing marks what NTIA calls “another significant step” toward making sharing in the 3.5 GHz band a reality. The innovative approach to spectrum management that also includes the Spectrum Access System has the potential to make significant spectrum resources available to meet national broadband needs while preserving access to this critical spectrum for naval operations, says NTIA.
