Coverage, Revenue, and Public Safety: CT Tower Promises Trifecta

An AT&T tower proposed in late 2019 finally received Monroe, CT approval. The Monroe Sun reported that the 176-foot monopole would replace a cell on wheels near the former Chalk Hill School.

According to First Selectman Ken Kellogg, the tower will provide “much-needed” coverage while allowing the town to improve its radio communications system for public safety and generate revenue. Kellogg said he does not know the timing regarding tower construction by ARX Wireless.

The town will pay for the tower over a “long period of time without interest,” added Kellogg. A $55,000 payment will be made to ARX from revenue generated by the tower, reported The Sun.  

The town will receive a $25,000 up-front equipment credit, a $6,000 up-front option credit, and $7,000 for its legal and consulting fees. The first three tenants on the tower will net the town $8,000, with subsequent tenants generating $5,000.

According to the agreement, the town will receive either $2,250 a month in rent from ARX Wireless or 40 percent of the gross revenue the tower brings in, whatever is greater. Rent will increase by 2.75 percent annually; after 60 months, the town could receive up to 45 percent of the gross revenue if it exceeds the rent; after 10 years, it will increase to 50 percent of gross income.

Not all town residents and officials were pleased with the project proposed by ARX. During the evaluation process, neighbors expressed health concerns during hearings and created a petition on Change.org.
