Rodgers and Pallone say the legislation is the first big effort to modernize the FCC satellite licensing rules in decades, and works to clarify their authorities under the Communications Act. The goal is to promote responsible use of space, incentivize investment and innovation, and advance U.S. leadership in next-generation, satellite communications networks.
