Peru Seeks Consultant to Present 5G Offering

An investment promotion agency owned and run by the Peruvian government, ProInversión, issued a call to hire external consulting services for the upcoming spectrum auction. The job requires managing the structuring and transaction phases of the auction in which Peru will offer spectrum in the 3.5 GHz and 26 GHz bands, which will allow for implementing 5G.

ProInversion, working under the direction of the Ministry of Economy and Finance, is tasked with fostering private investments in utilities and public infrastructure works. The auctions are planned for 300 MHz in the 3300-3400 MHz and 3600-3800 MHz bands and for 800 MHz in the 25.9-26.7 GHz band with national coverage. The concessions will be valid for 20 years.  

ProInversión estimates that the tender could raise up to $845 million, with $759 million coming from the 3.5 GHz auction and $85.8 million from the 26 GHz one. The final spectrum price will be determined in the structuring phase, however. ProInversión wants the winner of the consultancy contract to value the bands and investment commitments and recommend conditions for the tender process, among others.

In addition, ProInversión will require external consulting help to carry out promotional and advisory work during the bidding stage to select the spectrum winners. The winner of the consultancy contract should be selected in July, with the objective of having the respective reports by the end of the year. The approval of the bases and call for the process are scheduled for January 2025, and awarding of the bands for June 2025.
