CTIA Reveals National Spectrum Strategy

CTIA developed recommendations for a national spectrum strategy to ensure the U.S. leads in 5G. The proposals dovetail with administration efforts that CTIA says gives industry “more freedom to innovate” and “reach the full potential that 5G offers.”

CTIA recommends the U.S. create a five-year schedule of auctions that puts more high-, mid- and low-band spectrum in the hands of the wireless industry.

“The success of 5G in the United States requires the reallocation of [all types] of spectrum to achieve both coverage and capacity,” said David Sosa, Principal, Analysis Group, which conducted analysis for CTIA.

America should recommit federal spectrum policy to free-market approaches that harness competition to enhance our economy and national security, says the association. This approach helped the country lead in 4G and is the reason the first large-scale 5G deployments are happening here now, CTIA adds.

And government spectrum policies and procedures should be modernized to ensure optimal spectrum use. That’s been the focus of several bills in Congress, NTIA and wireless industry efforts, to determine what federal agencies have unused spectrum that could be spared for other use. On the commercial side, the FCC conducted the auction of 600 MHz spectrum in 2016-2017, to be used for 5G and is in the midst of the third of five planned auctions this year.
