FCC Commissioner Geoffrey Starks has a permanent Chief of Staff: William Davenport. He will also act as Starks’ chief legal advisor for wireless and international issues. Starks said at yesterday’s FCC meeting that he and Davenport worked together in the agency’s Enforcement Bureau.

Indeed, though Davenport was most recently SVP Federal Regulatory for Ligado Networks, he spent the bulk of career at the bureau. He replaces Daudeline Memo, who held the position in an acting basis. She’s returning to her position as Deputy Chief in the International Bureau’s Telecommunications & Analysis Division.
